One of my friends had this, and I played it once.
I won that first game, because I was playing as the Federation, and I held off on first contact for as long as possible, and just built up my culture while the other two were busy fighting each other. Then, by the time they were done fighting, I was only two turns away from an Ascendancy victory, and they had no time left to destroy me or out-culture me.
They're wise to that strategy now, though, so I'll have to try something more aggressive if I ever play again!
