The planet was governed by a representative government. The legislative body was known as the Acamarian Ruling Council. This government was headed by a Sovereign. In 2366, the sovereign was Marouk. The Acamarian Internal Security was responsible for law enforcement duties.
That same year, the USS Enterprise-D enlisted the aid of Sovereign Marouk to end the Gatherer raids on Federation outposts. Upon completion of this mission, the Enterprise returned the sovereign to her planet. (TNG: "The Vengeance Factor").

The Acamarian Ruling Council was the representative legislature of the government of Acamar III.
When negotiating the peaceful return of the Gatherers to Acamar III in 2366, one of Chorgan's demands of Sovereign Marouk was three seats on the Ruling Council. She agreed that the Gatherers should have representation, but not on the council. Gatherer leader Chorgan responded that the "real power" of the government laid with the Council. Furthermore, he argued that by being denied representation on the Council Marouk was shutting them off. Then, Marouk claimed that no group had that much representation on the Council. When he reached the Age of Majority, he fled Acamar for the group's outposts.
During negotiations between the crew of the Federation starship USS Enterprise-D and the Gatherers on Gamma Hromi II in 2366, Volnoth suddenly and unexpectedly died. A later investigation by the Enterprise crew revealed that he was killed by Yuta, a member of the clan Tralesta, in vengeance for the Lornak's massacre of her clan in 2286. Yuta was able to secretly murder him by touch, transmitting a microvirus that was lethal to anyone carrying Lornak DNA. With Volnoth's death, the last last surviving Lornak was the Gatherer leader Chorgan. (TNG: "The Vengeance Factor")
Tralesta Massacre
The Tralesta Massacre was a genocidal campaign waged against the Clan Tralesta by the Clan Lornak in 2286. The blood feud between these clans had started in 2086. There were five survivors, with the last survivor dying in 2366. This was one of the events that convinced the Acamarians into denouncing blood feuds and, by 2313, engaging in such a feud was a crime.
In 2366, this event was mentioned in a history file, which was accessible to the crew of the USS Enterprise-D via the Acamarian planetary database. (TNG: "The Vengeance Factor", okudagram).
Acamarian Internal Security
The Acamarian Internal Security was a police force on the planet Acamar III. This agency was responsible for maintaining peace and order on the planet.
In 2313, the AIS apprehended Penthor-Mul in Felker City. At the time, Mul, the leader of a Gatherer band, was leading an assault against the weapons supply depot at outpost Tezber. After the arrest, the AIS handed Mul over to the judicial authority, who charged him with acts of terrorism, incitement to riot, and engaging in a blood feud.
In 2366, this law enforcement agency was mentioned in the police records of Penthor-Mul, which were accessible to the crew of the USS Enterprise-D via the Acamarian planetary database (TNG: "The Vengeance Factor", okudagram).
Penthor-Mul
Penthor-Mul was an Acamarian Gatherer and member of clan Lornak. He was born in the late 23rd century.
In 2313, according to police records, Penthor-Mul was apprehended by the Acamarian Internal Security in Felker City, which preempted a raid on the weapons supply depot in the outpost Tezber. After his arrest, he was charged with terrorism, inciting to riot, and engaging in a blood feud. Mul denied all charges and was held on judicial authority.
According to court records, the charges were filed by Prosecutor Tograf of the Vackrinos District. Due to the severity of the charges, Mul was denied bail and was detained in the high security wing of the Bruno Prison. The defendant requested a change of venue to the Liu Region. but this request was denied by Judge Kikimor. Immediately afterwards, Mul was transferred to the Dylhuc Detention Center. A week later, Prosecutor Dongren began the court trial with opening arguments. Mul died a short time later of what was believed to be at the time a sudden cardiac arrest. The autopsy was inconclusive, and this result was attributed to lack of cardiac activity or insufficient vascular profusion.
It was later revealed that he was infected with a microvirus by Yuta, a member of the rivaling Tralesta clan who was present during his trial, and died of the infection. (TNG: "The Vengeance Factor").
Lornak
The Lornak (also known as the House of Lornak) was one of the historical clans of Acamar III. In 2286, the Lornak participated in the Tralesta Massacre, which eradicated members of a rival clan, the Tralesta, killing all but five members.
Yuta, the chosen surviving Tralesta, made it her mission in life to kill all of the Lornak. She nearly accomplished this in 2366 when she attacked Chorgan, the last living member of the Lornak clan, during negotiations between him and Sovereign Marouk. (TNG: "The Vengeance Factor", okudagram).
Tralesta
Tralesta referred to one of several clans of the Acamarian people of Acamar III.
In 2286, the Tralestas were all but wiped out in a massacre engineered by the clan's blood enemies, the Lornak. After this massacre, unknown to the Lornak clan, only five Tralestas were alive. One of these, a woman named Yuta underwent a biological alternation which slowed down her metabolic functions, thus allowing her to age at a much slower rate. Throughout the next century, Yuta exacted her revenge by tracking down and killing all but one of the Lornaks with a genetically engineered microvirus.
The Tralesta clan was exterminated when Commander Riker was forced to kill Yuta after she attempted to kill the last remaining Lornak, Chorgan, during negotiations between him and Sovereign Marouk. (TNG: "The Vengeance Factor")
Yuta
Yuta was a servant to Sovereign Marouk, leader of the Acamarians. Yuta was a member of the clan Tralesta; she was the last surviving member of that clan, and was one of five Tralestas to survive the clan's decimation by the Lornak clan nearly 100 years prior. The surviving clan members choose Yuta to be the instrument of their revenge. She was genetically altered to live an unnaturally long life, a life she dedicated to hunting down and eliminating all members of the Lornak clan. In addition to her altered lifespan, Yuta's very touch had been altered to transmit a microvirus that would be immediately lethal to anyone who carried the DNA of the Lornak clan.
At an unknown time, she became a trusted servant of Marouk in order to gain access to the Lornaks that she could not reach. She served as Marouk's cook and food taster.
In 2366, when Marouk was petitioned by Captain Picard for aid in dealing with the Gatherers, Yuta accompanied Marouk, and her delegation of servants aboard the USS Enterprise-D. The group traveled to meet with with Chorgan, leader of the Gatherers and the last surviving member of the Lornaks, the clan with connections to the massacre. Yuta planned to murder him. She was stopped when Commander Riker, with whom she had begun a romantic relationship, was forced to kill her to prevent the murder. (TNG: "The Vengeance Factor")

Tograf was an Acamarian prosecutor. This prosecutor worked in the Vackrinos District on the planet Acamar III.
In 2313, after being apprehended by the Acamarian Internal Security, Penthor-Mul was charged by Tograf with acts of terrorism, incitement to riot, and engaging in a blood feud.
In 2366, this Acamarian was mentioned in the court records of Penthor-Mul, which were accessible to the crew of the USS Enterprise-D via the Acamarian planetary database. (TNG: "The Vengeance Factor", okudagram).
